Cultural Heritage and Community Based Tourism
Main Article Content
Abstract
Community-based tourism can connect cultural heritage safeguarding with locally directed economic development when residents hold meaningful authority over tourism decisions and benefits. This article examines how tangible heritage, living traditions, cultural landscapes and local knowledge become resources for visitor learning, enterprise and place-based identity. It argues that community-based tourism is not defined merely by small scale or rural location; its distinguishing features are community participation, local ownership, equitable benefit sharing and accountability to cultural values. The analysis identifies potential benefits, including livelihood diversification, revitalization of skills, conservation finance and stronger community pride. It also addresses risks such as cultural commodification, elite capture, gender exclusion, seasonal income, visitor pressure and the loss of community control over representation. A practical framework is proposed for participatory planning, heritage safeguards, market development, visitor management and evaluation. Sustainable outcomes depend on balancing visitor experience with resident well-being, cultural continuity and ecological limits. Community-based tourism is therefore most effective when tourism remains a means of supporting heritage and local aspirations rather than becoming the dominant purpose of community life.
